I think he meant to say you aren't going to get 5whp from just swapping out the filter, not running without a filter... depends on how you emphasize parts of the sentence.
I'm a little skeptical but the main power gains are where you would expect a higher flowing filter to make gains, above 6000 rpm. Maybe when they do the other two filters they will do more baseline runs before they swap out parts.
