Just from my experience, the Whiteline bar I had prior on the car, the bushings were too large and caused the bar to bind when tightened down. The proper thing to do would be to shave the bushing so it could secure correctly.
I know it's not "spec" but it's a pretty common occurrence on how to make a bar bind
