If the resistance is there, it is a wheel bearing.
If the resistance is NOT there, but comes BACK when he puts the pads back in, then it is the brakes.
Simple process of elimination.
Make them fix it.
Tell them you don't feel safe driving the car "because if it is a dragging brake pad, it can boil the brake fluid" and when you go to jam on the brakes you have no brakes at all.
If you make them think you are concerned for safety reasons, they HAVE to address the problem or it is a liability issue for them.
