Camshaft angles going crazy

I have a built engine that runs great other than camshaft timing. The stock ecu would not control the cams even after changing all sensors, oil control valves, and ecu.

Decided to try a motec m150 and the m150 is able to control the cams partially... Most of the time the cam angles follow the commanded angle but when under moderate/high load bank 1 intake cam loses angle. Sometimes bank 2 intake cam loses angle shortly after bank 1. As for exhaust cams... bank 2 exhaust cam angle signal is also very noisy/erratic but it doesn't lose angle like the intake cams. I see weird noisy/erratic behavior during warm idle sometimes too.

The cam actuators/sprockets are from a 2013. I am just trying to figure out if this looks like a hardware or electrical issue. I am leaning towards replacing all cam actuators with brand new ones.

Have you seen any thing like this before?
