How many km's have you driven? I don't think you've driven the car enough to concerned about the gas mileage yet. Cars usually get better mileage after break in, keep track of it for awhile longer, see if it's meeting expectations after a month or so. I can't imagine judging a car without going a full tank which should be 200-300 miles (around 350-450 km).
Also realize that how and where you drive has a HUGE impact, some members report they don't get any better than 20 mpg (about 12 L/km), in stop and go driving like you describe (no highway) you're not going to get great mileage.
