I know it's fun for some to hate on CA, but come on now...
In 2018 California saw it's largest budget surplus since 2000. This was reported on June 15th, which was after your post, but
California has been running budgets surpluses since at least 2013. For the last 3 years the California General Fund has run the following surpluses with 2018's end of year surplus estimated (cause we're not there yet.)
2015-16 - $6.17 Billion surplus
2016-17 - $7.46 Billion surplus
2017-18 - $11.45 Billion surplus
