Exactly, although their methods are a little different. The Jedi want to run things more through free will and consensus, and if you don't agree with them, its a problem. The Sith think they know what everyone needs and should just listen to them, if they know what's good for them.
It's similar to the Assassins vs the Templars in Assassin's Creed.
