Height Adjustment

I Installed Tein Flex A's a few weeks ago and have been messing with ride height. I'm a little confused on adjusting the rear coilovers. It seems that the Shock Body/Cartridge is lowered to the maximum and is bottomed out on the Mount. At the moment it leaves me with about a 2 finger gap. I want it to be a little lower, around 1-1/2 Finger gap. My question is, do I just leave the shock body/cartridge bottomed out and just adjust the preload?

FYI, These are my first coilovers so I have very little experience/knowledge with them.
