My wife's last car, an 07 Forester, had a front fender one where someone pushed it in on a crease and they were able to pop it back out, but I think the whole crease was pushed in so maybe that's why it came out so clean/as good as it could.
Ya if this was just pushed in there would be some hope but the dent has created a crease on the crease and sharp edges are tough to get rid of even on flat surfaces. To look as good as new it is going to need paint anyway so a shop may as well do the whole thing instead of piecemeal.
