Tcoat is right. On the street, there's no noticeable difference in coolant temps with the front plate mounted that way.
From what I've seen in my data logs, the bigger concern is actually overcooling the oil on the street with an air-liquid style cooler (even with a thermostat controlling the flow). That's where using the license plate as a block-off helps.
