What they are really talking about is what the Subaru guys call an EBCS or an Electrontic Boost Control Solenoid. The Subaru ECU is setup to control boost through an OEM solenoid. John and some of the other tuners have found a way to send a signal through the fuel vent line to an EBCS to control boost through the EcuTek programming.
Most EBCs or Electronic Boost Controllers come with a solenoid as well that is instead controlled by a little box that you mount somewhere inside the car.
