If this is what you are talking about, this is turbo flutter.
And is usually caused by the BOV not opening, or closing too soon.
If your wastegate is fluttering you would have sporadic boost.
This is wastegate flutter should sound like.
And even then isn't actual "flutter". His sounds like that because of the UEL exhaust leading to his wastegate.
