Look at the camo on the fenders. This is a months-old picture of the prototype that the reporter drove. The silly intake noise tube was added at a later point, and the AC lines were probably just thrown together from the parts bin.

That's a Helmholtz resonator, or in NASIOC parlance, a snorkus. Basically it uses echos to cancel out noise in certain frequencies, usually frequencies that cause resonances in the cabin.
