Only difference between Titan F and R from what i can gather is more aggressive spoke angle on the R and different sizes
17x9 +38 will fit just fine on stock suspension and lowering springs. Yes it will be just about flush if you lower the car 1" with the TRD springs. If you dont get that lowering springs then that will poke a bit. The tires you can use are 245/40/17. If you dont plan on lowering the car then 17x8 +42 might be a better choice.
