Well.... Its not quite the same because of the huge amounts of money involved and at what point it is charged.
The tax on purchasing a 2.4 liter is up around
140% of the vehicles price in some eu countries.
Annual registration taxes are not so massive.
But my assumption is that there are some other mechanisms in law that prevent you from circumventing those massive taxes (which are country specific, not necessarily all of EU).
