The GRMN car isn't absolutely made by a tuner, but it's made in Toyota factory.
The one made by a "tuner" is the TRD 14R60; TRD is owned by Toyota now, but the car went to TRD garage and were modded.
The 100 GRMN ones came out from factory, and all the parts are available in Toyota catalog.
