Do I have to talk with my insurance about my rates going down or should they be automatically making that change? If they don't automatically make the change is that a good sign that I should be looking for a new provider?

any input is appreciated!
Get an independent agent. They shop for you and save you money. Costs you nothing. They shop every year, it's kinda nice.
