Are you using a real wideband? When was the last time you calibrated it? Is it consistently sitting at 13.5 at idle?

I would expect the car would be targeting stoich at cruise and idle (14.7). ...

It's very much dependent on how wide the tires are, and the offset/width of the wheels. Mud flaps help, the OEM mud flaps would be sufficient to prevent the majority of dirt and stones.
