I don't see any reason he'd have to do that for safety reasons, unless he just doesn't want water getting in the car.

Sad part is... if it needs a roof panel the back glass/windshield would need...

It's insurance fraud. You're buying a car damaged and then submitting a claim for them to repair it. Your coverage for insurance starts the day you insure it for losses that happen from that point...
