Has forester oil cooler and a low temp t stat.
water typically runs 80C and Oil 85C

It should be way more pokey at low rpms. At 2.5k it pulls very well even in 6th gear (manual)!
You do feel it start pulling a bit more at around 4k as peak torque is at 5.5-6k so it does build up...
