Does this Chip & thin dent require sanding before touchup ?

The thin dent circled in red is less than 1mm deep and the chip is 2mm in diameter.

I would not sand. IMO, just get the touch up paint, fill it in w/ paint then use Langka Blob remover to finish flush with the rest of the body.

Dab of touch up paint and call it a day.

Also can I just use clear coat to fix the dent up or do I need the base + pearl ? |

I would sand it a bit just in case unless you are sure there isn't any rust build up… Glue some sand paper on the tip of a pencil where the eraser is, and just give it a few rubs only on the metal. I've had similar chips in my fender wells.

Haven't tried but, what should I do if I see rust after rubbing down a bit ?
I've been using a blob of vase line to keep moisture out lol I don't know if it works though. |

If it's not peeling, I would not wet sand. I'd clean with rubbing alcohol, touch up, then wax. Put 2-3 coats of wax on that panel/side...etc Don't do 3 waxes in one day, leave like 4 days in between for that spot if it's deep.
...or long way, bondo? It's just a precaution i'd take so it won't rust in future. I'm overdoing it, ain't I? |
Sand it first, reason being, you could miss any startup of rust or trap dirt in it.
