As above manifoid pressure is logged reliative to atmospheric. So actual boost is loiged boost minus about 14 psi. Log manifold pressure with ignition on and motor off you will see.

I think it has to do with air density. Warm air is less dense than cold air. Less air density equals less power. You might notice it when you drive the car on a cold winter day vs a hot summer day....
