I'd suggest you get under the dash and follow the wiring.

But with factory wiring fogs only come on with low beams on. They might have modified the wiring to use an on/off switch instead of the stock part... Which makes no sense to me

Just for fun, I took these pics. The canyon road is too twisty to take it at 86MPH or even 86KPH. Sorry. I'll tell ya, the mile from 85 to 86 seemed to take an hour.
